2. Platform and Schedule
2.1. The tournament will be held on the Tornelo platform https://home.tornelo.com/
Once registered, players will receive instructions on how to create accounts on Tornelo and how to join the event. During the technical meeting, there will be a short presentation of the platform and its features.

3. Participants
3.1. Players born in 2005 and younger are allowed to participate in the tournament.
4. Fair-play rules
4.1. No other persons or electronic devices (except for the player’s computer or laptop) may be in the playroom. Playing from a mobile device or tablet is permitted (at the qualification stage). At the final stage, the game is only possible using a computer or laptop.
4.2. For the final game, players must download and install ZOOM. You can download the application at the link: https://zoom.us/download
Players are required to turn on their webcams and activate the Share My Screen feature in ZOOM during each round. If the player does not enter the ZOOM chat at the beginning of the round, or turns off the webcam, or stops showing his screen, this can lead to a loss.
4.3. Tournament participants are prohibited from broadcasting from any platform, including Twitch, YouTube and other international platforms.
4.4. The organizers are not responsible for technical and / or connection problems encountered during the tours. Tornelo’s policy regarding disconnections, game interruptions and anti-cheating must be followed.
If a player disconnects from the server during a game, he must immediately notify the arbiters via the ZOOM chat and try to restart the game.
4.5. The announcement of the final results of the tournaments will be after an anti-cheat check using the Tornelo algorithm the next day after the completion of all stages of the tournament.
5. Registration fee and registration
5.1. The registration fee for participation in the tournament is 15 BYN for participants from the Republic of Belarus,
5 EUR for foreign participants.
5.2. Players must send the completed registration form: https://docs.google.com/forms/d/11hIoiZzv1dcojdD4jJNWCz1PfTVxYzcLIm9CjOsudPw/viewform by March 29, 2021.
The last name, first name, patronymic (if any) must be indicated in the Latin alphabet, FIDE ID, full date of birth, e-mail (it must be the same from which you are registered on Tornelo), mobile phone number (WhatsApp).
6. Payment
6.1. After confirmation by the Organizing Committee, players must pay no later than March 29, 2021 to the bank account of the Belarus Chess Federation. All bank charges are paid by the sender.

7. Regulations
7.1. The qualifying tournament will be held according to the Swiss system in 11 rounds, all participants born in 2005 and younger will take part. Depending on the number of participants, the Organizers reserve the right to hold a qualifying tournament for the age categories specified in clause 7.2.
7.2. The finals are played by 16 best athletes in 5 age categories:
- Boys under 16 years old;
- Girls under 16 years old;
- Boys under 12 years old;
- Girls under 12 years old;
- Boys and Girls under 8 years old.
7.3. Time control for the game for each participant for the qualifying tournament is 5 minutes with the addition of 3 seconds for each move, starting from the first.
7.4. Time control for the game for each participant for the final tournaments is 10 minutes with the addition of 5 seconds for each move, starting from the first.
7.5. In the event of a tie in the qualifying tournament, the final places are determined by the following additional indicators in descending order:
7.5.1. Buchholz coefficient;
7.5.2. Buchholz coefficient (excluding 1 worst result);
7.5.3. Buchholz coefficient (excluding the 2 worst results). 7.6. The final tournament is held according to the knockout system. 2 games are played, in case of a draw, the game “Armageddon” will be played with time control of 5 minutes for white and 4 minutes for black (a draw in the game “Armageddon” in favor of black).
8. Appeals Committee and Arbitrators
8.1. The Chairman and 2 members of the Appeal Committee will be announced at the Opening Ceremony of the competition.
8.2. The Chief arbiter of the tournament is international arbiter Alexander Prokhorov (UKR).
Deputy Chief Arbiter Tanya Karali (GRE). The rest of the arbitrators are appointed by the Organizers.
8.3. Protests against the decisions of the Chief Arbiter must be submitted to the email address kasperskyopen@gmail.com to the Chairman of the Appeals Committee within 15 minutes after the end of the round. Depending on the nature of the issue, it can be discussed at the end of the day so as not to disrupt the schedule.
8.4. The decisions of the Appeals Committee are final.
9. Prizes
9.1. Cash prizes are provided for each final tournament:
9-16th place — 15 EUR;
5th-8th place — 20 EUR;
4th place — 30 EUR;
3rd place — 40 EUR;
2nd place — 50 EUR;
1st place — 70 EUR.
9.2. All tournament participants will receive electronic certificates of participation.
9.3. Winners and awardees (1-3 places) will receive electronic diplomas.
9.4. Prizes to Belarusian participants are paid in Belarusian rubles at the rate of the National Bank of the Republic of Belarus on the day of payment.
To transfer the prize, you must send the following documents to kasperskyopen@gmail.com:
— application for a cash prize;
— a copy of the document proving the identity of the participant (passport of the Republic of Belarus, pages 25, 31-33), or a trusted person (official representative).
